Sorry, but it seems to me that 28 minutes before sundown the problem with trying to hunt is more likely darkness, not sun.
And the fact that Cheney was shooting so low to the ground, 180 degrees behind himself, with limited visibility and light, makes this look much, much worse.
A Dallas News article has Armstrong saying the following: "[It was] [a]pproaching dark but [there was] still plenty of light...[t]he sun was well up over the horizon. It was probably going to be the last covey we shot because then you get into safety issues."
Plenty of light 28 minutes before sunset? They were aware of safety issues and kept hunting anyway?
And did I mention that the Kenedy County investigation--a bang-up job!--has the time of the incident incorrectly listed as 5:30...? Did they even talk to the Secret Service, who gave the correct time?

At 5:50 PM, in Kingville, Texas, the sun was still 5.5 degreees ABOVE the horizon. Accordingly, it is possible that Cheney was looking into the sun when he pulled the trigger.
